Matching order

Deterministic methods are attempted before anything fuzzy, and fuzzy matching only ever runs over candidates that parent context has already narrowed.

How the compatibility score is calculated

A weighted sum of five components, each shown with the report. A score of 100 is only possible when every component is exactly perfect.

Attribution and reuse

Every source is used under a permission its publisher states, and each carries an attribution condition. Those conditions are listed against each dataset in the catalogue, and travel with every API response.

  • The six Cambodian government datasets are used under the Data EF Terms of Use, which permit commercial and non-commercial use and require attribution to the data source. Attribution here names the Ministry of Land Management, Urban Planning and Construction as the data owner, not the portal alone. Accessed via Data EF, the open data portal operated by the General Directorate of Digital Economy, Ministry of Economy and Finance.
  • The commune boundary dataset is published by UN OCHA and is used under Creative Commons Attribution 3.0 IGO, as stated on the Humanitarian Data Exchange record that Data EF declares as its source. The geometry originates with the Department of Geography, Ministry of Land Management, Urban Planning and Construction, with WFP credited by HDX.
  • Changes made. Removing the leading KH prefix from OCHA PCODE identifiers, so they can be compared with official Cambodian codes, is a GlobeScraper modification. It is not an OCHA product, and boundary geometry is neither modified nor republished: only the feature attributes are held.
  • For the complete underlying dataset, use the original publisher source. Data Bridge holds a validated snapshot for lookup rather than a redistribution of the source, so there is no bulk export of the registry and the public API stays paginated.

Limitations

  • Place names repeat. 127 commune romanised names occur in more than one province, so a name on its own often cannot identify one place.
  • Romanisations vary between publishers, and sometimes within one dataset. Where the official list publishes two spellings for the same Khmer name, both are searchable and the first published spelling is used as the canonical name.
  • The 2025 list publishes some codes for more than one place, and some rows carry a code that is not a valid fixed-width code. Those rows are kept and flagged rather than dropped or merged, and a lookup by such a code returns an ambiguous result.
  • Administrative boundaries change. A code that exists in one year may not describe the same area in another, which is why a version difference is reported prominently.
  • Fuzzy matching can be wrong. Anything not matched exactly is labelled as probable, with the method and confidence stated.
  • This tool is not a substitute for checking the original official source when authoritative confirmation is required. Every result links back to it.

Every source Data Bridge reads, who publishes it, when the data being served was validated, and when the source was last checked for changes. These are different things: a check looks upstream and changes nothing, while validation is what puts new data into service. Sources are checked every 7 days.

A government dataset that has not changed is not stale. These lists are published infrequently, so an unchanged source is the expected result of a check. Two separate things are tracked: the moment the data being served was fetched and passed validation, and the moment the source was last looked at to see whether the publisher had changed it. If a check finds a change, Data Bridge keeps serving the last snapshot that passed validation and says so here rather than quietly swapping the data or continuing to report the source as unchanged.

Official dataset values remain attributed to their original publishers, and should be checked against the original source where authoritative confirmation is required.
